Reduces the possession threshold for methamphetamine precursor drugs from 24 grams to 14.4 grams, above which possession constitutes prima facie evidence of intent to manufacture methamphetamine.

Reduces the 30-day purchase limit for ephedrine, phenylpropanolamine, or pseudoephedrine products from 9 grams to 7.2 grams per individual.

Establishes a new 12-month annual purchase limit of 60 grams for ephedrine, phenylpropanolamine, or pseudoephedrine products with tracking across state lines using electronic systems.

Grants pharmacies and pharmacists discretion to refuse sales of methamphetamine precursor drugs without criminal or civil liability.

Requires individuals convicted of any felony drug offense to obtain a prescription to purchase products containing ephedrine, phenylpropanolamine, or pseudoephedrine.
