Repeals and re-enacts Section 37.005 of Missouri Revised Statutes to clarify easement conveyance procedures for state property.

Authorizes the governor, with board of public buildings approval, to grant easements across state property without legislative action for utilities (electrical, gas, water, sewer, telephone, internet), access rights, or condominium common elements.

Expands eligible easement recipients to include political subdivisions, rural electric cooperatives, municipal corporations, quasi-governmental public utilities, and public utilities (excluding railroads unless authorized by statute).

Specifies that easements must promote public health, welfare, and safety, and allows consideration to be negotiated between parties with attorney general approval of conveyance documents.

Authorizes the governor to convey 3.22 acres of state-owned property in St. Francois County to the City of Farmington, with the commissioner of administration setting conveyance terms.
