Establishes net metering program allowing customer-generators with renewable energy systems up to 100 kilowatts to offset electricity consumption and receive credits for excess generation at avoided fuel cost rates.

Requires retail electric suppliers to make net metering available on first-come, first-served basis up to 5 percent of utility's peak load, with no additional fees beyond normal customer charges.

Limits customer-generator applications to 1 percent of supplier's peak load per calendar year and requires interconnection approval within 30 days for systems 10 kilowatts or less, 90 days for larger systems.

Exempts systems 10 kilowatts or less from additional controls, tests, distribution equipment, or liability insurance requirements beyond standard safety codes.

Adds new subsection 9 requiring the Public Service Commission to classify net metering as a demand-side program and develop cost-recovery measures for public utilities to recover reasonable program-related costs.
