Adds new section 104.1031 to Missouri law effective August 28, 2014, governing retirement benefits for state employees who die before their annuity starting date.

Members who satisfy eligibility requirements, submit retirement applications for the earliest allowed annuity starting date, elect a payment form, designate a beneficiary, and die before the annuity start date are considered to have retired on their intended annuity starting date.

Excludes sections 104.420 and 104.1030 from applying to deceased members under this provision unless the member had a surviving spouse or children under age twenty-one.

If a surviving spouse or children under age twenty-one exist, benefits must be paid only under sections 104.420 or 104.1030 rather than the new section 104.1031.
