Establishes a Joint Committee on Missouri's Energy Future composed of 5 senate members and 5 house members, with no more than 3 members from one party in each chamber.

Committee shall examine Missouri's energy needs and develop strategies to ensure plentiful, affordable, and clean electricity supply for the next 50 years while maintaining low consumer rates.

Committee members may request staff assistance from legislative research offices, appropriations staff, and state departments including economic development, natural resources, and the public service commission.

Committee shall submit reports with legislative recommendations by December 31, 2015, and by December 31 in each odd-numbered year thereafter.

Committee members receive no compensation but may be reimbursed for reasonable and necessary expenses related to their official duties.
