Each birthing hospital or birth center must designate an employee responsible for the newborn screening program.

Specimens must be collected between 24-48 hours of age when optimal, with specific timing requirements for ill/premature infants and transferred infants; all specimens must be submitted to courier pickup within 24 hours of collection or sent by mail using the same timeframe.

Health care providers must report definitive diagnoses for infants with abnormal high-risk newborn screening results within 30 days to the appropriate follow-up center contracted by the department.

Expands list of medical professionals required to comply with screening requirements to include certified professional midwives and lay midwives.

Establishes procedures for parental refusal of screening, including written documentation and requirement to send a copy of the written objection to the department.
