Establishes the "Committee for Entrepreneurs" within the Department of Economic Development consisting of 9 members: 2 House members (1 majority, 1 minority), 2 Senate members (1 majority, 1 minority), and 5 members appointed by the director with experience in small business incubators, venture capital, technology education, and entrepreneurship.

Defines "accelerated technology education program" as programs focused on computer programming skills completable in under one year, offered free to low and moderate income persons and at a maximum charge of $250 to others.

Authorizes the committee to award up to 10 annual grants of $15,000 each to institutions and qualified organizations for development, expansion, or continuation of accelerated technology education programs, subject to appropriation.

Requires the committee to meet at least quarterly, establish curriculum standards, approve grant applications, and submit annual reports to the General Assembly by March 15 detailing program performance, graduate statistics, and recommendations.

Sunset provision: All provisions expire on August 28, 2019.
