Requires that 35% of jobs created under such legislation be located in blighted areas within enterprise zones, federal empowerment zones, or urban core areas of cities that meet specific criteria.

Specifies that eligible blighted areas must contain at least one building that is 50 years old and have experienced generally declining population or property taxes over the 20-year period before the area's designation as a project area.
