Repeals and replaces section 610.100 relating to law enforcement records and adds new section 610.250 regarding crash reports under Missouri's open records law.

Designates crash reports prepared by law enforcement agencies as closed records, with limited exceptions for individuals involved in the crash, their attorneys, insurers, and news media upon request.

Allows involved parties (drivers, injured persons, their agents, attorneys, and insurers) to obtain complete unaltered crash reports, and requires law enforcement agencies to release crash reports to news media members upon request.

Requires law enforcement agencies to develop policies for copying and distributing crash reports, including guidelines for releasing non-identifying information for data collection purposes.

Exempts the state highway patrol from crash report restrictions, allowing them to release reports as provided by law or agency rules and regulations.
