Changes state board of education from eight appointed members to members elected by voters of Missouri beginning in the 2016 general election, with representation based on congressional districts.

Establishes initial terms of two years for members elected from congressional districts 1, 2, 5, or 6, and four years for districts 3, 4, 7, or 8, with all subsequent terms lasting four years and a maximum of two full terms or eight years total.

Sets eligibility requirements of at least 30 years of age, five years state residency, and one year residency in the congressional district immediately preceding election.

Allows for recall elections if a petition signed by at least 25 percent of votes cast for governor in the district is verified, with recall election held within 60 days and any vacancy filled within 90 days.

Makes the effective date contingent upon passage of HJR 74.
