Repeals and rewrites section 160.775, RSMo regarding school district antibullying policies that must be adopted by September 1, 2007.

Expands the definition of "bullying" to include discrimination and harassment that causes reasonable fear for physical safety or property, substantially interferes with educational performance, or disrupts orderly school operation; applies to school property, school functions, and school buses.

Prohibits bullying reasonably perceived as motivated by race, color, religion, ancestry, national origin, gender, sexual orientation, intellectual ability, physical appearance, or mental/physical/sensory disability, and on the basis of association with others in these categories.

Requires district antibullying policies to include complaint procedures allowing anonymous reports, investigation protocols, consequences, anti-retaliation protections, and employee training phased in over four years beginning September 1, 2014.

Mandates annual confidential surveys of students and school employees measuring perceptions of harassment and discrimination based on protected categories including race, color, religion, gender identity, sexual orientation, and disability.
