Establishes the "Statewide Achievement School District" effective January 1, 2015, governed by a three-member board appointed by the governor with senate consent to oversee underperforming schools transferred from unaccredited districts.

Creates a four-tier school accreditation system (accredited with distinction, accredited, provisionally accredited, unaccredited) based on annual performance report scores of 90+, 70-100, 50-69, and below 50 respectively.

Allows students in unaccredited districts attending underperforming schools to transfer to accredited public schools in the same or adjoining county, with their home district paying tuition and transportation.

Establishes the "Passport Scholarship Program" providing tax credits (60% of contribution amount) to taxpayers who donate to certified educational assistance organizations, with annual cap of $20 million adjusted for inflation, to fund scholarships for eligible students at qualified private schools.

Requires qualified schools accepting scholarship students to comply with health and safety laws, hold valid occupancy permits, administer state assessments, and certify non-discrimination in admissions; program automatically sunsets after 10 years unless reauthorized.
