Establishes the state mental health commission with seven members appointed by the governor with senate approval, serving four-year terms.

Adds a licensed clinical psychologist as a required commission member.

Removes the requirement for a person recognized for expertise in general business matters and procedures.

Commission must include: a mental illness treatment expert, a developmental disability expert, a clinical psychologist, consumer/family representatives for mental illness and developmental disability services, an alcohol/drug abuse expert, and a community mental health services expert.

Commission members receive $100 per day for commission business and reimbursement for necessary expenses, and must meet at least monthly.
