Expands municipal ordinance authority to include cities of the fourth classification located in counties with charter government and population between 600,000 and 700,000 inhabitants (in addition to existing first classification counties with over 900,000 population)

Authorizes these cities to enact ordinances for maintaining peace, good government, welfare, and trade commerce consistent with state law

Permits enforcement of city ordinances through fines not exceeding $1,000 and/or imprisonment not exceeding three months, recoverable with court costs

Allows persons committed for nonpayment of fines and costs to work out the debt and permits imprisonment in city prison or workhouse instead of county jail

Requires city councils to match statutory penalty provisions when ordinance violations overlap with state law offenses
