Requires all motorcycle and motortricycle operators and passengers under 18 years of age to wear protective headgear meeting standards established by the director while operating on state highways.

Recommends (but does not require) that motorcycle and motortricycle operators and passengers 18 years of age or older wear protective headgear and eyegear while operating on state highways.

Establishes violation of headgear requirements as an infraction with a maximum fine of $25 and prohibits court costs or point assessments for this violation.

Maintains existing licensing requirements for motorcycle operation, including the requirement to pass an examination and obtain appropriate endorsement on driver's license.

Specifies penalties for unlicensed vehicle operation as misdemeanors (first violation up to $300 fine, second violation up to $1,000 fine and/or one year jail time, third or subsequent violation as class D felony).
