Requires all Missouri law enforcement agencies to adopt written eyewitness identification policies by October 1, 2014.

Mandates blind administration of photo and live lineups using either automated computer programs or shuffled folder procedures that prevent administrators from knowing which suspect is being viewed.

Requires fillers in lineups to resemble the eyewitness's description of the perpetrator, with a minimum of five fillers for photo lineups and four fillers for live lineups.

Requires eyewitnesses to be instructed that the perpetrator may or may not be present in the identification procedure, and administrators must document the witness's confidence level at the time of identification.

Makes noncompliance admissible in court proceedings on eyewitness identification motions and allows juries to consider compliance evidence when determining the reliability of eyewitness identifications.
