Establishes minimum teacher salary of $30,000 beginning in school year 2015-16 and thereafter, subject to appropriation.

Sets minimum salary for teachers with a master's degree in an academic field directly related to their assignment and at least 10 years of teaching experience at $35,000 beginning in school year 2015-16, subject to appropriation.

Creates a "Teacher Minimum Salary Fund" in the state treasury to distribute funds to school districts based on the difference between required minimum salaries and actual salaries paid to eligible teachers.

Requires the commissioner of education to present information on average Missouri teacher salaries, regional salary data, and national salary comparisons to appropriate legislative committees.

Designates school salary information as public information and defines "salary" as the figure on a teacher's contract from the basic salary schedule, excluding supplements for extra duties.
