Creates the "Abortion Misconduct Whistleblower Protection Act" prohibiting abortion facilities from retaliating against employees who report unprofessional conduct, improper patient care, or violations of law to government agencies or courts.

Employees at abortion facilities who experience retaliation can bring civil actions seeking reinstatement, back pay, injunctive relief, compensatory and punitive damages, and attorney fees.

Requires licensed health care professionals and physicians performing abortions to report suspected statutory rape, sexual abuse, or incest in the same manner as child abuse reporting, with documentation added to patient medical records.

Requires abortion facilities and family planning agencies to provide printed materials to women referred for out-of-state abortions via in-person presentation or overnight mail delivery at no cost.

Upgrades criminal penalties for violating abortion regulations from class A misdemeanor to class D felony and requires physicians performing abortions to have clinical privileges at a nearby hospital offering obstetrical or gynecological care.

Mandates hospitals publish and update monthly lists of physicians with clinical privileges and requires annual on-site inspections of abortion facilities performing second/third trimester abortions or five or more first trimester abortions monthly, with inspection reports made publicly available.
