Establishes a tiered classification system for child abuse and neglect cases based on severity: Tier One (serious abuse/neglect), Tier Two (multiple substantiated instances), and Tier Three (single substantiated instance).

Sets retention periods for substantiated cases on the registry: Tier One cases remain indefinitely, Tier Two cases for 10 years, and Tier Three cases for 5 years.

Requires unsubstantiated reports initiated by mandatory reporters to be retained for 2 years (changed from 5 years) before automatic removal, with malicious reports expunged within 45 days.

Allows individuals on the registry to petition for record removal after meeting eligibility criteria, including proof of rehabilitation, personal responsibility, and supporting letters from unrelated individuals.

Adds procedures for the Child Abuse and Neglect Review Board to hear record removal petitions and requires certified mail notification to alleged perpetrators of investigation processes and registry classifications.
