Increases the Highways and Transportation Commission from six to seven members effective January 1, 2015, appointed by the governor with senate approval.

Limits political party membership to no more than four of the same party (previously three of six), maintaining bipartisan balance.

Requires each commissioner appointed after January 1, 2015 to be a resident of a different Department of Transportation geographic district than other commissioners.

Establishes commission leadership rotation between the two most senior members from opposing political parties, with one serving as chair and one as vice chair for one-year terms.

Maintains existing commissioner qualifications requiring five-year state residency and taxpayer status, with compensation of twenty-five dollars per day plus expenses.
