Creates the Missouri Motor Vehicle Theft Prevention Act, effective January 1, 2015, establishing an 11-member council within the Department of Public Safety to improve motor vehicle theft law enforcement and prosecution.

Council membership includes the Director of Public Safety, Superintendent of State Highway Patrol, and police chiefs from St. Louis County, St. Louis Metropolitan, and Kansas City, plus six gubernatorial appointees (one prosecuting attorney, one county law enforcement officer, and four insurance industry representatives).

Establishes the Motor Vehicle Theft Prevention Trust Fund to receive and disburse money for council administration (capped at 10% of annual collections), law enforcement programs, public awareness campaigns, and initiatives to reduce vehicle theft.

Requires private passenger motor vehicle insurers to contribute $1 per earned car year (or lesser amount set by council) for physical damage insurance policies written in Missouri to fund the trust account.

Grants the council authority to apply for funds from any source, make grants to agencies and organizations, assess vehicle theft problems, develop statewide anti-theft strategies, and submit annual reports to the governor and general assembly beginning January 1, 2016.
