Designates 10 highway segments and 4 bridges across Missouri as memorial highways and bridges, adding 13 new sections to Chapter 227, RSMo.

Creates memorials including the "SGM Patrick R. Hurley Memorial Highway" on State Highway U in Washington County, the "Police Officer Steven Jarvis Memorial Highway" on Interstate 55 in St. Louis and Jefferson Counties, and the "Len Dawson Bridge" on East Stadium Drive crossing Interstate 435 in Jackson County.

Requires the Department of Transportation to erect and maintain appropriate signs for each designated highway and bridge, with all costs to be paid by private donations.

Additional designations include memorial highways for Justin Blake Carter, Billy Dean Robinett, Orville Rosenstengel, and James B. Tatum, plus memorial bridges for James R. Ledbetter, Marc Perez, James K. Schatz, and Barney Douglas.

Designates the entire U.S. Highway 54 corridor from the Kansas/Missouri state line to the Missouri/Illinois state line as the "Discover More on Route 54" Highway.
