Requires Missouri higher education institutions receiving state funds to classify individuals as Missouri residents for tuition, fees, and admission purposes if they meet five specific conditions.

Applicants must have resided with a parent or guardian in Missouri while attending high school, graduated from a Missouri high school, and attended school in Missouri for at least two years.

Individuals who are not U.S. citizens or permanent residents must provide an affidavit stating they will apply for permanent residency at the earliest eligibility opportunity.

Prohibits state-funded Missouri higher education institutions from denying admission based solely on immigration status to students meeting the act's requirements.

Requires institutions to keep confidential all information collected regarding a student's immigration status during the admission process.

Declares the act an emergency measure effective July 1, 2014, or upon passage and approval, whichever occurs first.
