Exempts individuals certified as having no usable vision with a permanent condition from the requirement to undergo vision examinations every fifth year to maintain blind pension eligibility.

Maintains existing vision qualification standards requiring visual acuity of five two-hundredths or less with properly adjusted glasses, or best visual field of five degrees.

Requires initial vision testing by an ophthalmologist, physician skilled in eye disease, or approved optometrist, with continued certification every five years unless exempted.

Establishes minimum monthly pension amount of at least three hundred forty dollars as determined by general assembly appropriations.

Provides for pro rata reduction of benefits if available funds become insufficient to pay full pension amounts to all eligible recipients.
