Requires registered retail propane sellers to sell propane in any quantity demanded to paying customers or individuals who received funds from the Federal Low Income Home Energy Assistance Program or the energy crisis intervention program, with no minimum purchase requirements.

Mandates that propane delivery to such individuals must occur in a timely manner substantially equivalent to delivery times for other customers.

Applies these requirements from November 1st to March 31st each year and during any cold weather periods defined by Missouri public service commission regulations.

Establishes violations as civil infractions subject to fines up to $100 per violation and authorizes revocation or suspension of propane seller registration by the commission.

Declares the act an emergency measure effective immediately upon passage and approval to address public health and safety needs during cold weather.
