Establishes a pilot program under the Department of Social Services allowing SNAP participants to purchase fresh produce with EBT cards at participating farmers' markets.

Provides dollar-for-dollar matching funds up to $10 per week for SNAP dollars spent on fresh produce at farmers' markets.

Matching funds are automatically reimbursed to vendor accounts by the department when eligible purchases are made.

Funding is subject to legislative appropriation and the department may apply for grants and accept donations to support the program.

Program automatically sunsets six years after the effective date unless reauthorized by the General Assembly; if reauthorized, it sunsets again after twelve additional years.
