Allows certain Missouri counties to enact nuisance abatement ordinances targeting conditions including rubbish, trash, derelict vehicles and equipment, broken furniture, and overgrown weeds in residential areas that endanger public safety or health.

Requires ordinances to specify nuisance conditions, establish inspector duties, provide notice procedures (by personal service, certified mail, or publication), and ensure all property interest holders are made parties to proceedings.

Mandates a hearing before the county commission with at least ten days' notice if property owners fail to begin abating a nuisance, with the commission issuing findings based on competent and substantial evidence.

Authorizes counties to remove nuisances at county expense if owners fail to begin abatement within seven days, with removal costs added to property tax bills and collected as delinquent taxes if unpaid.

Exempts agricultural structures, agricultural operations, livestock raising, and railroad companies regulated by the Federal Railroad Administration from county nuisance abatement ordinances.
