Repeals sections establishing the Joint Committee on Corrections and related provisions, and repeals sections creating a Commission on Special Health, Psychological and Social Needs of Minority Older Individuals.

Establishes a 17-member Seismic Safety Commission domiciled in the Department of Public Safety, with members from various professional areas including architecture, engineering, geology, and emergency management, expiring December 31, 2014.

Modifies the Statutory Revision Fund to allow the Committee on Legislative Research to determine fees and forms for revised statutes and permits unexpended balances up to twice the annual supplement cost to be retained.

Requires the oversight division of the joint committee on legislative research to perform actuarial analyses of health care benefit mandates enacted after August 28, 2011, with recommendations delivered to legislative leadership by July 1 following enactment.

Requires actuarial analysis of potential health benefit mandates for oral anticancer medication parity and eating disorder treatment coverage, with findings due to legislature by December 31, 2013; this provision expires December 31, 2013.
