Adds new subsection 6 to section 115.123 requiring tax, license, fee, or levy increases that require voter approval under Article X, Sections 16-24 of the Missouri Constitution be placed only on the general election day.

General election day is defined as the first Tuesday after the first Monday in November, or another day expressly provided by city or county charter.

Prohibits placing such tax and fee increase measures on ballots for presidential primaries (February), bond elections (February), or August elections in nonprimary years.

Maintains existing exemptions for bond elections due to fire, vandalism, or natural disaster; elections requiring real property ownership; special elections to fill vacancies; and tax elections for school districts facing 5 percent or greater revenue declines.
