Repeals mandatory licensing requirements for 12 professions including geology, massage therapy, interior design, private investigation, landscape architecture, barbering, cosmetology, embalming, and athlete agents.

Permits unlicensed practice in these professions, but prohibits anyone from falsely claiming to be licensed or advertising as licensed under penalty of class C misdemeanor.

Removes requirement that registered geologists sign and seal geological work, and eliminates mandatory licensing for massage therapists and interior designers.

Eliminates the distinction between licensed and unlicensed barber establishments and cosmetology establishments, allowing unlicensed operators to practice without holding themselves out as licensed.

Reduces criminal penalties for violations from class B to class C misdemeanor across affected professions.
