Creates the "Missouri Propane Safety Commission" within the Department of Agriculture as an independent body with nine commissioners appointed by the governor with senate consent, replacing previous reference to "Missouri Propane Gas Commission."

Replaces the Department of Natural Resources representative on the commission with the Missouri State Fire Marshal or designee, and updates terminology from "chairman" to "chairperson."

Adds "autogas" as a defined term meaning propane used solely as primary motor fuel for internal combustion engines in highway vehicles.

Prohibits political subdivisions from adopting ordinances conflicting with state propane regulations, but allows them to establish licensing requirements for installation, repair, replacement, or maintenance of liquefied petroleum gas and fuel gas piping systems.

Clarifies commission duties including developing accident prevention programs, mandating certification training, promulgating statewide installation codes by August 28, 2010, and investigating violations of propane regulations.
