Repeals and replaces section 321.322 regarding property annexation in fire protection districts for cities with populations between 2,500 and 65,000 that maintain city fire departments.

When property is annexed into a city, the city must assume fire protection responsibility either through mutual agreement with the fire protection district or by January 1st of the third calendar year following annexation.

Establishes a five-year declining fee schedule where the city pays the fire protection district decreasing percentages of foregone tax revenue (100% year one, 80% year two, 60% year three, 40% year four, 20% year five).

Exempts first-class charter counties with over 900,000 inhabitants and certain specified cities of third and fourth classification from these provisions, allowing them to be governed by section 72.418 instead.

Allows cities and fire protection districts to negotiate mutually agreeable service contracts outside this statutory framework.
