Repeals and replaces nine sections of Missouri law (RSMo 345.015, 345.020, 345.022, 345.025, 345.040, 345.050, 345.051, 345.065, and 345.080) governing the licensure and regulation of speech-language pathologists and audiologists.

Expands the definition of "practice of speech-language pathology" to include additional services such as aural rehabilitation, central auditory processing disorder assessment, pure-tone hearing screening, accent reduction, and conducting research in communication sciences and disorders.

Clarifies requirements for speech-language pathology assistants to hold a bachelor's degree from an accredited institution with specified coursework and clinical practicum, with ability to work under supervision of licensed speech-language pathologists practicing under specified exemptions for at least one year.

Allows the board to impose restrictions or limitations on a person's ability to practice for an indefinite period in addition to existing disciplinary actions of censure, probation, suspension, or revocation.

Modifies appointment and reappointment terms for the Advisory Commission for Speech-Language Pathologists and Audiologists, limiting members to two consecutive terms before requiring a two-year lapse before reappointment eligibility.
