Expands unlawful firearm possession crime to include purchasing, owning, or controlling firearms, in addition to mere possession.

Adds new prohibited categories: persons committed for mental disorder after August 28, 2014; those found not guilty by reason of insanity for crimes of violence; and those found mentally incompetent to stand trial for crimes of violence.

Requires judges to notify law enforcement, order investigations, and enter prohibited persons into the Missouri Uniform Law Enforcement System (MULES) when they commit individuals for mental disorders or make insanity/incompetency findings for violent crimes.

Establishes new relinquishment procedures allowing the attorney general to seek circuit court orders requiring dangerous individuals to surrender firearms, with the burden of proof by preponderance of the evidence.

Allows persons subject to relinquishment orders to petition for return of firearms under procedures in section 571.092 and permits appeal to Missouri Supreme Court.
