Mandates instruction present abstinence as the only sure way to avoid pregnancy or sexually transmitted infection, and include information on health benefits and side effects of contraceptives and barrier methods.

Requires instruction on human papillomavirus vaccine, family communication about sexuality, physical and biological changes of adolescence, conflict management, financial responsibility laws, online safety, and dangers of sexual predators.

Requires school districts to notify parents of the basic content of human sexuality instruction and their right to remove students from any part of the instruction, and make all curriculum materials and names of presenters available for public inspection.

Prohibits school districts from providing or permitting any person or entity that provides abortion services from offering human sexuality or sexually transmitted disease instruction or materials to students.
