Repeals and replaces section 167.131, RSMo, relating to school transfers and tuition payments between districts.

Requires unaccredited school districts to pay tuition and provide transportation for students who attend accredited schools in the same or adjoining county.

Caps tuition rates charged by receiving districts at no more than 50% of the tuition rate that was calculated in the year prior to the sending district's loss of accreditation.

Takes effect immediately upon passage and approval as an emergency measure to address financial hardship experienced by unaccredited school districts.
