Permits political subdivisions using a qualification-based selection procedure to request fee proposals from three highly qualified firms to evaluate and aid in final contract selection.

Requires agencies to prepare a written description of the scope of proposed services as the basis for contract negotiations.

If unable to negotiate with any of the three selected firms, requires the agency to reevaluate services and recompile a list of qualified firms to restart the selection process.
