Allows veterans, national guard members, and reservists to use annual or sick leave, or request unpaid leave from their employer to receive medical treatment or care at veterans' facilities or as ordered by the Veterans Administration or medical professional.

Prohibits employers from requiring veterans to use more than one-half of accumulated annual or sick leave before allowing them to use leave without pay for medical treatment.

Requires veterans requesting unpaid leave to provide their employer with sufficient notice of treatment dates and proof of required medical treatment upon request, with such proof requirement not constituting a violation of HIPAA.

Mandates that veterans' rights under this section be posted at all national guard facilities, and requires the commission to provide a poster about this right to any employer who requests one.
