Repeals and reenacts section 311.060, RSMo, to modify liquor license eligibility requirements.

Permanent legal residents may now obtain liquor licenses if they are of good moral character and are taxpaying residents of the county, town, city, or village where the license applies.

Permanent legal residents may serve as managing officers of corporations seeking liquor licenses under the same good moral character and taxpaying resident requirements.

Licenses cannot be denied, suspended, revoked, or affected solely because an employee has been convicted of a felony unrelated to manufacturing or selling intoxicating liquor; employers must report employee felony convictions to the division of liquor control.

Wholesaler licenses for alcohol exceeding 5 percent by weight may only be issued to resident corporations as defined in the statute.
