Repeals and reenacts section 442.571 regarding restrictions on foreign ownership of agricultural land in Missouri.

Prohibits aliens or foreign businesses from acquiring agricultural land if total foreign ownership would exceed one percent of the state's total agricultural acreage, with exceptions provided in sections 442.586 and 442.591.

Requires submission of proposed agricultural land acquisitions to the Department of Agriculture for review only if the purchaser has not completed an Internal Revenue Service Form W-9.

Clarifies that security interests in agricultural land cannot be divested or invalidated due to violations of foreign ownership restrictions.

Declares the act an emergency measure to take effect immediately upon passage and approval to ensure timely financing for agricultural land purchases.
