Mandates that the Department of Health and Senior Services create a video containing abortion-related information that must be shown to women in person, including details about the abortion procedure, medical risks, fetal development, and alternatives to abortion.

Requires physicians to offer women the opportunity to view an ultrasound image of the unborn child and hear the heartbeat at least 24 hours before the abortion, with a list of free ultrasound providers.

For abortions at 22 weeks gestational age or older, requires physicians to provide information about fetal pain and offer women the option to administer anesthesia or analgesics to the unborn child.

Prohibits payment collection for abortion until at least 24 hours after required information is provided, and requires physicians to maintain documentation that informed consent procedures were completed.
