Repeals section 476.056 and enacts two new sections (476.056 and 488.2240) relating to municipal courts and court costs.

Allows municipalities to automate municipal courts by adopting an ordinance imposing surcharges under sections 488.027 and 488.010-488.020, and entering into an agreement with the state courts administrator.

Permits surcharge payments for court automation to continue beyond the period allowed for circuit court surcharges, with payments directed to a special fund in the state treasury.

Allows home rule cities with 155,000-200,000 inhabitants to impose additional court costs up to $10 per municipal ordinance violation case for construction, maintenance, and upkeep of a municipal courthouse.

Requires clerk collection of additional court costs with monthly disbursement to the city, which may pledge such costs to secure bonds for courthouse-related expenses.
