Repeals and replaces section 64.140, RSMo regarding notice requirements for county zoning regulation amendments.

Requires counties with charter government and more than 950,000 inhabitants to publish hearing notices in newspapers with at least 10,000 circulation for two days, at least 30 days before the hearing date.

Mandates certified mail notice at least 15 days before the hearing to property owners and occupants adjacent to affected land, and to owners and occupants within 1,000 feet of the affected property.

Requires certified mail notice to trustees of any subdivision or homeowner association representing property within one mile of the affected land.

Requires affected counties to establish a voluntary email notification system allowing residents and property owners to receive email notices of proposed amendments affecting property within 1,000 feet of their submitted address.
