Restricts trucks registered for gross weight over 24,000 pounds from driving in the far left lane on interstate highways with at least three lanes in the same direction within specified high-traffic areas.

Applies only in counties with over 180,000 inhabitants adjoining a charter county with over 900,000 inhabitants, at locations where three-digit Missouri routes intersect interstates with average daily traffic of at least 130,000 vehicles.

Exempts trucks from the restriction when responding to emergencies or when right or center lanes are closed for construction, maintenance, or repair.

Establishes penalties: infraction for violations, class C misdemeanor if violation creates immediate threat of accident, and class C misdemeanor if an accident results from the violation.

Requires the Missouri Department of Transportation to design, manufacture, and install informational and directional signs at appropriate locations.
