Repeals and replaces sections 8.683 and 8.685 of Missouri law regarding construction management services and design-build contracts.

Authorizes political subdivisions to enter into design-build contracts for projects exceeding $1 million where design and construction services are furnished under a single contract.

Requires political subdivisions to establish written procedures for prequalifying design-builders and issuing requests for proposals to a minimum of two and maximum of five prequalified firms before awarding contracts.

Mandates that design-build contracts be awarded based on best overall value considering quality, technical skill, and schedule rather than lowest bid, with sealed proposals opened publicly.

Requires political subdivisions to retain a licensed architect or engineer to assist with the design criteria package, request for proposals, prequalification process, and proposal evaluation.
