Property owners seeking residential water service connection shall not be charged more than 50 percent of the cost to extend a water main the minimum feasible distance necessary to establish connection.

Water service providers (public water supply districts, commercial water suppliers, municipal water utilities) cannot charge property owners for any water main extension costs beyond the point of connection.

Political subdivisions are prohibited from adopting rules, regulations, orders, or ordinances that prevent property owners from constructing private domestic wells if such construction is allowed under state law.
