Establishes new campaign contribution limits for statewide offices at $5,000 per person per election (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general)

Sets contribution limits for state senators at $1,500 and state representatives at $750 per person per election

Establishes tiered contribution limits for other offices based on electoral district population: $750 for districts under 50,000 people, $1,500 for 50,000-150,000 people, and $5,000 for districts over 150,000 people

Requires contribution limits to increase annually on January 1 of even-numbered years based on cumulative consumer price index changes since January 1, 2015, rounded to nearest $25

Imposes penalties of $1,000 plus the amount of nonallowable contributions for committees accepting contributions exceeding limits, with 10 business days to return excess funds before surcharge applies
