Allows pupils ages three to five attending a district-operated prekindergarten program to be counted in the district's average daily attendance calculation for state funding purposes, provided the district offers full-day kindergarten and the program meets state board of education standards.

Provision becomes effective only after a school year in which appropriations for sections 163.031(1) and (2) equal or exceed the amount necessary to fully fund the entitlement calculation under those subsections.

Once effective, the provision remains applicable in all subsequent school years regardless of future appropriation amounts.

Does not require school attendance beyond what is mandated under section 167.031 and does not modify existing kindergarten attendance provisions.
