Prohibits drivers age 21 and younger from sending, reading, or writing text messages or electronic messages while operating a moving vehicle, unless using voice-recognition hands-free technology.

Prohibits all commercial motor vehicle operators from using hand-held mobile telephones and from sending, reading, or writing text or electronic messages while operating.

Exempts authorized emergency vehicles, parked vehicles, law enforcement officers, firefighters, ambulance operators, GPS/digital dispatch systems, and voice-operated technology from the restrictions.

Allows drivers to make and receive telephone calls using hand-held devices and permits emergency communications to report illegal activity, summon help, or prevent injury.

Violations are classified as infractions and moving violations subject to point assessment; the state preempts local laws on this subject.
