HB 1969 Summary

• Effective July 1, 2015, MO HealthNet eligibility is modified to direct certain pregnant women (133-185% federal poverty level) to purchase insurance through health care exchanges with premium subsidies rather than receive direct coverage.

• Beginning October 1, 2020, infants under one year of age are limited to coverage only if parents lack access to affordable health insurance through employment or exchanges and do not qualify for premium subsidies.

• Children in the state children's health insurance program (SCHIP) become ineligible starting October 1, 2020, if parents have access to health insurance through employment or exchanges where they are not eligible for premium subsidies.

• The uninsured women's health program eligibility is eliminated effective July 1, 2015, with women directed instead to purchase subsidized coverage through health care exchanges.

• All changes to MO HealthNet eligibility are conditioned on health insurance premium tax credits being available through federal health care exchanges for a six-month period prior to implementation.
